Bell System? Brass Pulley/Tackle

Hello to All. This was found in a Bell System canvas bag ,not sure of the origin, or, use. There is some lettering at the top W E  ? Western Electric? Brass frame, steel pulley, approx. 10" long. I had to split up the pics so they would fit. Thanks, Lou

its bell system,linemans tool,forgot what its called or how to use...saw it also listed as a marine sail boat hook...but its not.

I can faintly remember linemen hoisting up their leather bag full of tools with a rope, back
when they climbed on the spikes before using ladders or bucket trucks.

Handline pulley, has as many uses as an intelligent lineman can think of.

It can hook over a crossarm, and a smart man will tie it in.  It also clips onto the messenger strand with the fancy lever secured hook.  Cable splicers sitting on platforms love them for that because they get to pull all their toys up rather than carry them
The recess in the hook under the strand hook will usually grab an insulator pin and the hook will stay there till you remove it.  You can also drive a lag into the pole and hang the hook on the lag.  Lag comes out in about 4 turns when you're finished.
Timing has a lot to do with the outcome of a rain dance!
