When I saw his patent for a cutting gage, I wondered if it was along those lines. I've since looked at all the patents that I found listed for him.... http://www.oldbike.eu/museum/bikes-1800s/1892-2/1891-elliott-hickory-safety-bicycle/  .....about 90% of the way down the page. I still don't see this tool. I am going to Donnelly's this week, going to take it and see if he can add any insight.

I once had a gizmo for redoing the tip end of pool cues where the ferrule goes, it had to be hand cranked around a stationary cue but had the same type cutter and shaving / truing sections. Maybe this does the same job by holding the tool stationary and turning the cue?

I just stumbled on a screw cutting device that is very similarly designed. Now I have a new avenue to go down on this thing since I still have it.
