more tool help needed

Those are valve lappers. In old engines the valves had slots in the head and after cutting new seats, the mechanic would lap the valves in with rubbing compound. The blades on those oscillate.

yup, Papaw hit it,  valve lappers.

you have two differant styles, one that you crank and the other you just go up & down with the lever
 and they will both do the same movement.

still have an old green can with lapping compound in it.

there were so many styles, they would make a good collection/display.

you most likely saw the stick type with a suction cup on the bottom, you would stick it to the valve
and spin it back and forth between your palms.

The one on the right is from mid twenties . I had one , sold for $15 if it's any help to you.
Yours is in better shape , looks like some of the original paint is there.
These would make a good collection, hundreds of different styles.

Perhaps you just need to create small stickers "From the BIRD Collection" to facilitate marketing at insanely high prices.
Marketing is everything I'm told.
