Don't recognize that, I think most tools that Stanley makes or have made have a number on them. Lack of a number could mean it's part of a bigger tool. It does look like it could hold a drill bit or cutting tool of some kind ??????

It looks a bit like a tool used to remove windshield wiper pivot nuts on a vintage car. I had to make one from a piece of black pipe to replace a wiper pivot on my 1955 Pontiac.

Yes.  It's the depth collar (limiting the depth of the hole bored) for Stanley's No. 59 dowel jig.  See to the right in the photo:

I have a full No. 59 with bushings and all, have yet to use it, so I have no idea why Stanley built a depth collar with two little teeth on it, guaranteed to catch on things.

If Bill doesn't want it I'll gladly pay the cost of shipping to Canada. I have 2 No 59 Doweling jigs,  One is in the original box but none have this piece. Jim.
