any Idea what this is anyone?

Anybody out there have any ideas about this item?  We came across this with our carriage items while doing inventory, but can't pin down just what it is, so we can label it in our historic society.  It came in before they started keeping records unfortunately.  If anyone has any ideas please email me at adjrk31697@ptd.net
