It might be Harrold.  I believe I have seen that style grip on some other Harrold pliers

The Harrolds I've seen have a wide cross-hatch pattern between 3 lines top and 2 on the bottom.  I also haven't seen a Harrold set without "Harrold" stamped in the usual location at the hinge.

The hatching style of the grip you posted looks very similar to the one with the H to me.

I have two pair of thin jaw pliers with the second handle pattern that you showed.  One is marked Harrold USA and the other Skil-Craft USA.  You can see them in the Ebay listing below.  You have to scroll down in my listings to see all the photos.
