This is a piston ring groove cleaner as in pistons and rings in an engine.
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.

Bird, if you look at the cutters, there should be 3 or 4 that turn, they will be different thickness for various width of the piston ring grooves.
