I am going to go with a clamp that is part of a larger machine or tool.  The clamp part looks a lot like clamps on wringer washers, but not exactly.

What is the scale?  If it is small, maybe it is a fly tying vise.

Click the pic.  It's about a foot long and very industrial.  It's not a fly tying vice.

I am not trying to be a wise guy, but there is no scale in the photo.  There is no way of telling the size.  I would  suggest to everyone on here to have a ruler or tape measure next to the items in your pictures.  I put a ruler in nearly every one of my photos on Ebay.

I note that unless there was an upright board, the part that would clamp to a table would put the clamp in the vertical position and then the  smaller part would stick up.  It also appears that it could hold a larger item, based on the length of the spring.

Somewhat reminds me of the old chemistry clamps that you used to hold lab equipment.

 I like the fly tying idea.

  clamp it to a table, take a stool and sit down as if you were tying flies.  the long shaft lets you
  work on the flies without bumping the table or bench.  plus you can swivel it to any direction for comfort.
