I can't make out the name on the handle, too rusted.
It looks like it's a combo hammer / nail puller / hatchet.
Does anyone know when this was made ( year about ) and who made it.

Don't know who made that one but it is a crate opening tool.
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.

Try a vinegar dip to remove the rust.
You might say I have a tool collecting problem....

I tried the apple vinegar dip on the end of the tool, can be seen in the pictures, see the line, only dipped the end of the tool.

A crate opening tool, that makes sense.

Would you say this was used before 1900? After?

Anytime before cardboard! 
Look up Bridgeport crate hammer, and you will find all kinds of them.  I like them.
