Unusual Wrench?

Hello, A co-worker brought in a pile of tools, these are the best from that pile ( I bought all of it). At top is an Internal Pipe Wrench. Next is a Craftsman Adjustable Wrench. The third is my favorite,  marked Craftsman Tool. The fourth one I am not sure of, am heading out for a while, will look into these a little later. Regards, Lou

I like the looks of that fourth one, but I have no idea what it is. Some sort of angle measuring device?

Patents granted Dec 9 1924 include a weighing scale, apparently for postage.  I thought the numbers might be degrees but maybe they are grams or ounces?

Hello, Al. I like the scale idea, but I am not sure that is it. I found this US Patent: 1,518,647 on the DATAMP website, some sort of scriber, may be related. I have attached a few more detailed pics. Thanks for all of your replies, Lou

It is a corner gauge for power or telephone/telegraph poles.  patent number 1519082. I had seen one before on a YouTube video mystery tool by mrpete222 I think.

From reading the patent ,you would be calculating the angle of wire on a pole that is not in line to determine the extra load on it and brace it accordingly. At least that is what I understood from it.
