Green River No. 3 Blacksmith Foot Vise

Dose any one know some about it ? Is there a locking device on it?  what is the nut that moves up and down used for? I have only seen 2 of them and I bought the 2nd one I seen for $300 dollars .

Welcome to Tool Talk !  By the way, I changed the title of your thread to reflect that that is a vise, not a vice. We all have plenty of vices, but not enough vises!  :grin:
We discussed a foot vise before and info was that Green River was made by H E Fuller.

To make it clear: According to Wikipedia "A vise (American English) or vice (British English) is a mechanical apparatus used to secure an object to allow work to be performed on it".
So "vise" is indeed the right word on this American forum.
