What kind of scoop is this?

Looks like some kind of scoop or sampler, with a part for pushing out its contents. The metal scoop is around 6" long.

Think it's a sampling horn for sampling cocoa in bags.

Coring tool, but due to the length, possibly pineapple ?  Stick it in, hold the ring and turn?

It does look like a sampler, but i was thinking "watermelon".   The old sampler knives with the long thin blades were early consistent users of stainless.

It isn't a fromager's core, too big I think. What is the core diameter?

I'm thinking cocoa, coffee, or the sort.
