Please help ID a small brass pocket tool

Hello everyone
This small brass tool was found at a local estate. It's about 6 inches long extended and about 3/8 inch across by 3/16 inch wide.  Folds over into a sleeve and has a hanger on the end.  The blade looks like a mini I beam.  There is no sharp edge of any sort.   No markings. Anyone have any ideas?  Thanks in advance

Sorta looks like it could be a welder's soap stone holder.

Thanks for the reply.  I don't see any way the stone or anything else could be captured or held in the blade part.  The part that flips open "blade" is about three inches long.

you use it closed, only open it to put a new soap stone in.

Thinking it looks like a key to bookcase lock. Did you find it near a book shelf by chance?

hmmm got 2 or 3 of the little tool box looking parts and never knew what they were for. What type of book case a barrister's type like this one???

For the types of cabinets with 2 handles that can be locked together I believe.

Funny this item came up here. I learned what the lock and key were at an estate sale. They were  laying near a book shelf/wall cabinet. I think I may have inquired about the folding key because it looked out of place, more like a tool to me too.
