I bet it's missing parts, but this little lathe kinda thing might be for polishing or burnishing armatures?

That is nice. A picture in the dictionary of that tool would be listed under HEAVY DUTY. One could fit it do do many different types of turning jobs. Wood, metal or plastic. Use a HD motor so it don't BOG down.

The pulley? on the shaft, is it brass or paper?    I don't see bearings on the left hand shaft or am I missing something.  Large shoulder there for end play.   Don't believe  it would be for turning armatures.

paper  maybe for a drum sander?

prolly not, but it's about that size, came with some leather working equipment and a key machine.
