I am hoping this is a real headscratcher.  It is steel and brass, heavy, both handles move, they are about 15 inches long.  It is old, no patent dates, has a patent pending on the back.  There is a name but that would steal the whole whatzit thing.  And it is used in woodworking.

Caught my attention.... and I've no clue what that thing is.... something to do with steam bending wood?  Yeah, I know that's not what it is.  Can't wait to find out what it is.

I can't see much detail but it reminds me of an old banding machine. The part to tighten the bands. Not the part to crimp the clip on.

I figured it would be tough and had some elderly gentlemen baffled by it when it was on display.  Finally was ID'd by a sawmill operator.  This clamps over the teeth of a large circular saw.  One handle clamps it into place.  The other is connected to an eccentric rolling device inside the round housing, when the second handle is rotated it cleans and reshapes the gullet, the valley behind the tooth of a large round saw blade.  Made by Atkins, the saw mfg. and I was told it was known as a Gullet  tool.
