18 blade fan shaped knife for what?

18 very sharp blades embedded in some sort of concrete like matrix. Beveled edges on one side, serrations on the other. No markings, looks like a one off homemade type thing.

Looks rather like a de-scaler?

John k--- "De-Scaler" as in FISH descaler? Or something else? The common fish descalers I've seen are simple stamped tin / cheap things. This thing is made with high quality steel blades specially ground and seems like overkill for the task.
lptools--- surface prep for gluing seems plausible. Being that handle thickness is greater than blade width the only way the serrated edges could contact work surface would be on long narrow pieces? I know Stanley made serrated cutters for their scraper planes that were for preparing glue joints.
Turnnut--- could be something a doctor rigged up but does not seem like a commercially produced tool. I had thought it might have some Veterinary use?
