I thught it was a saw set, but now...

when I got this I said 'saw set' but now I think its other than that

no names have surfaced yet, but still cleaning

when you turn the crank the chuck with the square hole spins

when you squeeze the handles the flat blade forces the item into whatever the chuck holds

maybe for setting a  bandsaw?

I believe it’s a wrench for tightening the bolt on wooden wagon wheels that goes through the tyre and the felloes.

This is only the second I have seen.  Did bolt a wooden wheel tire once, with an end wrench,  this would be much better.   You didn't mention if it is for sale?

The Stanley book by John Walters shows this tool with a value of $150-$250 but ONLY IF it's marked Stanley.  I sold a generic one on eBay a few years ago less than $50 I think
