I have one of these too. Interestingly there was actually a design patent issued for it.
No. 50,407 on February 27, 1917

Lou, my guess is cast iron but it could have been steel, it’s hard to tell. They were then nickel plated. They actually look nice.

 I ALSO HAVE ONE OF THESE AND ALSO THOUGHT THAT THEY WERE FOR BREAKING UP BULK CANDY SUCH AS WHAT WERE SOLD IN BARRELS.
  the patent only states that it is a hammer head.

 if checking for the patent, remember to put the D in front of the patent number.
