looks to be too fine a thread for a screw starter (gimlet).   Perhaps was for cleaning up machine threads - stick a screw pitch gage on it...

I'm thinking it looks like something from a hay baler or some other machine that handles string or twine.  The twine may fit thru the slot in the "handle" and be worked into place at the pointed end.
