Skipskip you got it.
I reload pistol,rifle and shotgun and I said to myself there was no way that is for reloading. I googled all the suggestions and when I tried vintage shot shell reloaded and there it was. And now I'm sure what it is I still can’t figure out how it works lol.

Old style shotshells had a paper disc at the business end, held in place by a rolled edge.
This gadget rolled the rolled edge.
