Not quite scissors

These are scissor shaped but it seems these were made this way and not adapted from an old pair. No cutting edge, everything is dull or rounded off. Looks like a garlic press but there are no holes on the bottom. And what's up with the 3 "legs" for holding it off the table? My wife guessed an old doctors tool, I just don't know, it's odd. 6-1/2 long with a 1-1/2 x 1/2 inch (cup?) on the side.
