Dan C is suggesting steam systems

I thought maybe water like hydrant , but the holes are square , not 5 sided.

I don't know what to make of the combination of Riverside and S.O.Co.T.
Maybe S.O. is Standard Oil Company of Texas?

And the rear hub puller. Is it Snap On?

Don't know what the use was, but compare SoCo T / 186 which has the large open end, hammer and "pick" - I had thought they were to access and open the filler cap on underground fuel oil tanks. (The photo was "sniped" from a long ago eBay lot).

One more pointer to oil tank related  -- from various "google advanced book search" forays  it appears RIVERSIDE BOILER WORKS, Cambridge, Mass. was a steel tank manufacturer that got into the business of making oil tanks (both underground and "basement" ) for home heating systems -- several "snippet view only" hits in late 1920s, early 1930s. And a general "we are the largest steel tank manufacturer in New England" ad in a 1919 trade directory.

Going with the oil tank theme, I punched in "oil tank wrench" on ebay.  4 results but only one with a big open end...so there is a similarity at least.  We may be on the right track.  link to listing https://www.ebay.com/itm/Vintage-New-Haven-Cast-Iron-6-in-1-Oil-Tank-Cover-Wrench-Bung-Steampunk-Tool/264305976693?hash=item3d89dd2575%3Ag%3AKAUAAOSwT5xZSv0x&LH_ItemCondition=4
