Can anyone identify this Williams Tongs/Blacksmith tool?

Hi All,

I was wondering if anyone can identify this tool, I looked it up and can't seem time to find anything or what type of tool it is. One of my guesses is that it is a tool for Blacksmiths. I found it with my other collections of the mid-1800s to early to mid-1900s. The length is about 13".

It says Williams has the numbers "517" or "1517" I looked closely with a 45x magnifying glass and the "1" to the left of "517" looks like it is either a faded "1" or just a scratch?

Drum brake pliers use them a lot in the mechanics world lol not as much as we used too though. Still use them on all my vehicles since they are old and some have 4 wheel drum brakes lol.
