No marks, what is it?

Bottom jaw goes through the top jaw, both top and bottom have grooves on one side of jaws and a fairly sharp slanted jaw on the other side.  A well built and not cheap tool.

OK you guys are gonna make me say it first? Nutcracker!  My decision to call it a nutcracker is partly based on me thinking it is not a leatherworking tool.

Could be, but I'm thinking the grooves are to hold something while the other side cuts it off.

It looks like a small emasculator to me, but I thought they had smooth jaws.  I am thinking the smaller ones were used on goats and sheep.

I was the designated lamb holder as a kid. The girls & boys got tails removed with this. The boys got additional surgery that involved a sharp knife to expose the things that then got pulled. If you know how dad pulled them, you know why I don't raise sheep.
