What are these pliers?

They are serrated on one side. They don't come apart for the other slot. Any ideas and who made them and what their for.

I think they are vintage veterinary or medical forceps.

Do I see remnants of tin plating ... tin plate on iron tools is a tip off of food service. Maybe a lobster claw cracker?

No tin plate. They came from a mechanics toolbox. I also thought about using it as lobster and crab cracker if I can't figure out what it is. Beats using them crappy nut crackers.
