What is this Fix-It tool?

I was sent some photos of this Fix-it tool to try and identify what it is for and how it works, but i have no idea what it is and the patent number did not turn up any clues.

Might be for shrinking the iron tire from a wooden wheel wagon.  Or maybe barrel bands.
