Some kind of crimping tool?

Hello Tooltalkers! Someone sent me an email through the website asking for help identifying a unique tool. Google wasn't much help, but it seems like it might be some kind of crimping tool used to seal tin cans? If anyone here has some insight, please share. :)
Somehow there's always someone who can do things thought impossible, simply because they do not realize that they should be incapable of the achievement.

This has been floating around for a long time. I think it might have come up at a MWTC event. I can't remember if anyone ever identified it what the purpose was or not.

I don't think anyone owns it that is asking about it cause when you ask about  the size of the can or bottle it would fit over you don't get an answer.

I saw this item many years ago, it is a metal forming tool for making caps, here is the description from the patent:

"The object of my invention is to provide a simple and cheap tool for crimping or swaging the rim of a sheet-metal cap upon the hanged mouth of a can-spout as, for example, the spout of a varnish-can..."
