Answer is right there in the name Prest-O-Lite.

It's a wrench for Acetylene bottles.  3/16 opening is for B & MC bottles,  3/8 opening is for large bottles.

Prest-O-Lite, the company that built Speedway Indiana and a racetrack.
Timing has a lot to do with the outcome of a rain dance!
