It is sort of a standing joke, when we don't know what a strange tool is, someone offers that it is probably a nutcracker.

But here is one where you can guess Wrench , or Nutcracker, and be right either way....

Just a weathered light rust/WD40 mix patina.

 Heres a similar tool with different construction. I like yours best;finer adjustment,mine only has three notchs.
