Get it oiled up, it will be fine to use.   It is actually a push drill, close first cousin to their push type screwdrivers.  In woodworking, they are fast.
  Originally there were 6 or 8 bits in the handle.   Good find.

What part of the handle opens up? Havn't looked.

Is there a small hole in the end of the handle? It is hard to tell, but it looks like the rotary magazine one...

(lift the lock pin, turn the numbered ring, flip the screwdriver over, and a drill bit falls out of the handle ;P)

After you curse, swear, and find it under your bench, you put the old one in the hole, turn the ring to lock it in.
Just a weathered light rust/WD40 mix patina.

Got it soaking in wd40, shes rusted up pretty good, won't budge.

I'd buy it by the 55 gallon drum, currently priced near a grand, IF THAT were the case :-)

HeelSpur - Not to mind your business, but it may help to wipe it down with a very fine grit steel wool while in the WD.  I've had some luck with cleaning while not degrading the remaining finish.  That said - there are probably as many varying opinions on cleaning tools as their are tools.
