It was a new one on me and I thought I'd share.  According to what I've read the trademark for "hi-glow" was filed by Stanley in 1992.  I would have guessed a 70s production date based on the color.

In a beauty contest with a Perfect Handle, I know which one I'd pick. I would need to have a high glow to love that.

That weird shade of green looks very much like that glow in the dark plastic.....

If you hold it up to the light for a few minutes, does it then glow in the dark?
Just a weathered light rust/WD40 mix patina.

I suspect it was called High Glow because of the handle, which looks to be in the area of the high-visibility  greens.

Those must have been made to be "loaners"  they would be sure to bring that one back.:o)
