$400 is what the sticker says. I think the pawn shop usually tries to find  similar items and see what they sell for new. Then they factor that in to their asking price. Somewhere between what they gave for it and the new price is what they would actually take for it.
I'm curious though, what would you expect a more reasonable asking price to be for the whole set? What would you think for just the ratchet?
I would guess they found a page like this:
http://www.google.com/products/catalog?oe=utf-8&rls=org.mozilla:en-US:official&client=firefox-a&q=one+inch+drive+sockets&um=1&ie=UTF-8&tbm=shop&cid=17547702847171479986&sa=X&ei=p4nfTdzRFIiisAOy2aGeBw&ved=0CH0Q8wIwBQ
and set the asking price from there.

Just a weathered light rust/WD40 mix patina.

Oh no, that isn't how it works. The 'loan' was probably somewhere between 25 and 50 bucks, unless I miss my guess. That's how most of the shops work it here, roughly. They figure to pay, or 'loan' about a quarter of what they can retail it for. Then, they price it as new. That's the closest thing to a formula I've been able to come up with after many years of pawn shopping. You have to factor in a few other things; what guy is working, what day it is, how long it has been on the shelf ... things like that. I wouldn't ever, ever pay what they ask, just on principle alone. But, with all that said, I have made some very sweet deals in pawnshops. The internet and ebay have made it much tougher to find good deals though. Everyone just wants top dollar, regardless of condition or demand etc. It's still a fun way to find things you didn't even know you needed.

I saw a Proto 3/4 pebble in better shape than this for $50 asking yesterday.
I am sure they would have taken 35, but Redding is 3 1/2 hours from me
