Small Wrench Question?

I got these at an estate sale today and had a few questions. I couldn't find much info on the 3" wrench, its a Mossberg Junior no 1. Is this a bicycle wrench? What is the approximate age? and were these actually used or more of a novelty item? Both of the older wrenches are nickel plated and in primo condition (sorry for the poor picture) like they weren't used much. Thanks for any help.

These were meant to be used, and small so as to be carried in a pocket or carrier on bicycle or early motorcycle.    It was said the early motorcycles shook and vibrated so much that one rode five miles, then stopped and tightened everything back up.
