Never seen one before, but was wondering if he didn't know anything about it, how did he come up with his price?

That is not a wrench. I don't know the proper name for it. It is for tweaking things that need a little bending. The reason not being guaranteed is that if you over tweak, you will break the jaw. I have a larger one that is a simple burnout from 3/4 in steel. Mine is a great steel fab tool for angle iron. That one looks smaller, like for body shop work.

That P&C tool is about 14" long.  It would seem to be too big and too clumsy for a voltage regulator point tool.

I'm with JIS, it's a tweaker for sheet stock.  I have seen much larger body shop versions for tweaking bumpers and bumper brackets.

I didn't notice the length and I agree it would be too long to tweak points with, some sort of bending tool I guess.
