Not sure where my Q belongs...still too green. Spud wrench?

Found a spud wrench (yes I'm a noob).  Anyhow, it may be late model but, then again, not. 
I can't find squat on Alloy Artifacts nor here and, I'm so inexperienced, I don't
know where to search beyond that.

BTW---once I tell you about the thing, I'm grown-up enough to use the shame-faced smilie :)

I can't tell if it's been not-very-well painted with silver paint
or was chromed at one time and has that scrunchy chrome finish we all know & love..

BTW---this is going into my tool box and will be used... probably hard.   
She's been in a rust-kill bath plus some abuse from me to make it shiney. 

I do promise to never strike it's rachet head with a hammer to use the spud end...geeze, no!

Your question is in the right place, Ellen.

The spud ratchet was perhaps chrome moly rather than chrome plated.

I have called this a "scaffolding" wrench.
Line up the holes, put in bolt,,,,add nut,,,,, tighten.

+1, looks to be a typical satin chrome finish.  I've seen these Proto spud ratchets in black oxide too.
