Wrench ID

Gang,

I picked up a well made 14mm x 17mm DOE wrench I've never run across before, perhaps an auto or motorcycle kit wrench.  There's no manufacturers name, brand name, vehicle brand, or country of origin marked on the wrench.  There is a makers mark (see photos) and a wrench number (163).  Here's a couple of photos:





Note: there's no markings stamped or forged on the flip side of the wrench.

Does anyone know anything about this wrench?
