 I know this should be under blacksmith but they would laugh at my new (to me) anvil. Its not Chinese and may be pretty old. No markings. Where can I get a hardy for it (1/4 square )?

What type of Hardy?  There are roughly 42 different ones, but you could make a hot cut chisel out of an ordinary chisel, and 10 minutes at a grinder.  How you going to fasten it to the stump? Sapling?

Here's a couple I have. One says China , the other Grizzly , but may be from China.
They are available if someone collects them

Yep, you're going to have to make your own.  Unless you are very, very lucky.  But like John K wrote, it's only about 10 minutes of work with a grinder.

Neat anvil, by the way.
