the tool looks like a bandit type clamp tool, like the type for CV boot clamps...

Nope!
It is for tightening brake/shift cables on a bicycle.
The cable goes thru the notch in the lower jaw, when you squeeze the cable is pinched between the curved piece and the flange on the upper jaw and is pulled taught. Then you tighten down whatever clamps the cable on the brake or derailleur.
