I found a strange tool at a garage sale.  Nobody knew anything about it.  On both sides it says
The National
PAT Nov. 11 1922. 
It has a clamp to attach it to a workbench, and a weird gear sliding thing.  Nothing has come up on google.  Any ideas?

I believe patents were issued Nov 7,1922 and Nov 14, 1922 but none issued Nov11,1922. Possible wrong patent date on casting.
