Strange Clamp/Vise

Wondered if any of you have seen a clamp vise quite like this.  $1 yard sale item.  The jaws will only open up to about 5/`16" and it will allow something with a depth of maybe 7-8" to go down into it.  The wing nut allows it to pivot 90 degrees from vertical to horizontal, but I'm still curious what this item was designed to do.

 a vise to  sharpen hand  saws ?

Yes, a saw vise to hold the saw while you "set" the teeth and file them.

One dollar ain't a bad price at all.  Absolutely worth it if you ever need to sharpen a saw.  I've sharpened without one,
and I've sharpened with one.  I like with one!

If its not a Whitworth vise, its a copy.
Whitworth was big in saw vises.
  Its kind of a late model. Its very tall. Tall vises got poplar toward the end of most saw vise production.
  They are more vibration prone. So files don't last near so long. But then you don't have to lean over so much.
