Parmalee was a piano factory owner who is widely credited with inventing the first automatic sprinkler head.  He used it to protect his piano factories with automatic fire sprinkler systems.

I think it is fir use in piano manufacture or for installation of fire sprinkler heads.

It appears you have to be a garage journal member to see the photos -- the same as you have to be logged in on papawswrench to see photos in the message threads here.
So without seeing a photo -- a "google books advanced book search " turns up the possibility of dairy pipeline tool.  APV shows up in several lists of dairy equipment suppliers pre-1960.

Appears to be somebody's attempt to copy Parmalee's concept.

Looks like there are deposits on the jaw area from galling.  Figure out what the deposits are and you might get an indication of use.
Timing has a lot to do with the outcome of a rain dance!
