I get these all the time. Email with a tool someone wants to get ID on. At first I thought rope making, but don't find any verification of that.
I can't tell if the holes are open, and it looks like it should be attached to something else.
What say you folks!

skipskip

looks like part of an adjuster, maybe height,  for agricultural item?

Northwoods

You got it, Skip.  The notches hold the adjustment lever in place.
The ORIGINAL Northwoods.

I think the holes are open; I think I can see a shadow line with the countertop material visible in part of the circle.

Hotrod accelerator pedal for an elf.  The holes are for the lightening/racing effect.  Like this one (I remember these in the catalogs from my youth, but my brother's plan to build a hot rod from a Vauxhall sedan never went anywhere, so we never actually had any in the house):

Bill, You are correct, the holes do go through.  As for its use,  I have no idea.

The other side-Don't think it helps much.
I think Skip is on to it, part of a level adjuster, wheel, deck, or something on a mower or tractor.

Northwoods

Could have been on any number of horse-drawn or pull-behind tractor implements.  Mower, drill, corn planter,  plow, etc.
The ORIGINAL Northwoods.

my thoughts leaned toward horse drawn hay tedder or hay rake.  some had levers that you squeezed to raise or lower the tines,

will have to look at my tedder in the morning. the lever is on the right side of the cast irion seat.

the horse drawn land plow also has a lever to lift the plow.   both have the notches like that.  gotta check if there are all those holes.

Without scale, you all might be thinking too large -- I'm guessing part for garden cultivator / planter / etc. combination with provision for planter , row marker, blade & tine culitivators etc. interchangeable pieces.  Thus many holes for various components & in  addition provision for being adjustable for the height of the operator.

Papaw, that looks like a hefty piece if iron, about 1/2" thick for a hard working implement.

I checked my Walter A. Woods horse drawn hay tedder, the tine raising/lowering lever lifts a rod that drops down into notches
like on that plate,  it also has many holes with nothing that goes into them. ???  just for looks, or ?? cut down on weight.

the plow also has a plate that is sorta like that with the tooth notches for adjustment.  that is a solid steel plate.

the  1941  Farmall-A has a lever that has a plate with notches for the mid-mount cultivators.

I have a horse drawn cultivator that also has the same type of lever that has the notches to adjust the width of cultivation.

yes, many types of older agriculture equipment could use something like that.
