Can you tell what this is called and what it is for?

This tool is 17 1/2" long and weighs 4lbs. 9oz.  Anyone know anything to help me on this one?

Just a weathered light rust/WD40 mix patina.

That and the strap are autobody tools, this red one is for straightening frames, frame horns what have you and the strap is used for puuling, the strap comes in different shapes and sizes. I have a few, I have this identical wrench in my box
Always looking for what interests me, anything early Dodge Brothers/Graham Brothers trucks ( pre 1932 or so ) and slant six / Super six parts.

My husband was a bodyman. The red tool does not have any markings, any idea who made them?

I am also a bodyman, if I remember right the wrench and its color are associated with Continental frame racks, I remember we bought a few of their 360 racks and with them we also got the boards and the tools with the pulling equipment. Its a good wrench but it would be difficult to find anyone that would know how to use it these days so there is little value if that is what you were considering.
