Somewhere in the shop is a set of flat feeler gauges, brass.  Found out they were made just for doing Magneto work, so they would not stick and give a false reading.  Could be along a similar line?  Checked them with a magnet?

They used to copper plate stuff first and then chrome plate it, in order for the chrome to stick. Is that what you've got? Can't tell from the picture.

Looks like Franklin makes low end homeowner style tools

these say "rustproofed" so I bet its just copper colored  stuff to retard rust
