Another cool find.  I'm sure it's a blacksmithing tool but what would the correct term be for this particular piece?

Did you just find this?   That is a rare item for any blacksmith shop.

 I sold one on bay about 4 years ago, and was very surprised at how high the bids went.

Yes, I picked it up at an old hardware store that was closing along with lots of other old tools.  It was marked down to $14.  I passed it on several trips there, then finally said what the heck and bought it.  I listed it at auction on ebay and it ended up bringing $152.50 plus $20 for shipping.  Thanks for all your help!  I'll have more items coming soon for the "What's - It" guys!
