Hello, I have been trying to figure this one out, but I could use some help. The only thing that I am sure of is the the short shank is a #2 Jacobs Taper. The long taper looks like it would possibly be for a CNC Machine????????  The long taper is stamped A.M.T. 2 J.T. The coarse thread screw end looks to be left hand. I know that the Sutton Tool Company of Michigan closed its doors a while ago. Thanks, Lou

It is a holder for a CNC machine alright, but I don't know which brand of machine. A drill chuck would go on the short Jacobs taper, as you rightly surmise. And then the long taper would go up into the spindle of the machine, held tightly in place by the large right-hand thread. But nowadays most all the machines use a retention knob on the end to hold the taper in the spindle. I've never seen one with a big external thread like that. Hmmm.

You guys have it almost correct. 

That shank is for use in a Moore Jig Borer.  My guess, probably for a no. 1, or 2 machine.  I'm not totally familiar with them to give you precise details, but it is for a Moore jig borer or grinder.
