I believe it's similar in function to the Stanley beading tool, described here: http://www.supertool.com/StanleyBG/stan9.htm#num66, and its modern version by Lee Valley, here: http://www.leevalley.com/us/wood/page.aspx?p=73766&cat=1,230,41182.

If it's taking up space in your shop, I know where it could find a good home  :smiley:
