Came out of a box lot and has a sharpened blade at one end.  Guess it would be good to clean up a corner.  Will work both vertical or horizontal. 

Not quite clear what the wheely looking things do.

used to scrape paint at edges of wood  window sash after sloppy/cheap painter did his job

The large wheels allow it to roll on its side.  The very small wheel in the back (hard to see) allow it to roll upright.
