So, is it a bicycle wrench, or just a multi use tool?

It is a bicycle wrench. The two pieces that are missing were for holding the spokes. I had to study the patent drawings for a while and read the description to understand how it was supposed to work. The spoke holding parts look liked they would be extremely difficult to machine.

I'm going to take a stab at reproducing the missing spoke holders, but I don't have much faith they will work. The design is just not functional, it seems to me.

Well here are the replacement spoke grips. It only took me a month to make them, haha. But seriously, they were somewhat of a challenge. The backsides have compound angles going in two directions, which I've never had to deal with before. I screwed several of them up before getting a pair to come out like they were supposed to.

First picture below is of an incomplete spoke grip, still attached to the slug.
Second picture below is of the finished pair, before "antiquing"
Third pic is after antiquing, gripping a 2mm bicycle spoke.

Nice work indeed on those spoke grips!

I was going to guess that that weird shaped end was for a chain breaker somehow.
