I don't recognize the mark.

are we calling that  "H in Steer horns"?

Someone say Maker's Mark?

It is Hubbard Tool Co., Pittsburgh, PA.  They mostly made tools like that one -- sledge hammers, railroad tools, blacksmith tools, etc.

It is an H inside a shield.  The top part of the shield is worn.
